A .001 stepover is massively small for a .250 endmill. That roughly equates out to a 1 Ra finish. There are gage blocks on the market that aren't even at that level of polish, and truthfully, that's only a finish you would be able to get with polishing. A 32 Ra finish, which is very good, would be around a .01 stepover.
